Deleted Items Reappear @ re-opening Outlook

I empty the deleted items folder upon exiting outlook 2010. When I re-launch it, the deleted items re-appear.I have tried emptying the folder before exciting. it shows no items in the folder. I exit and the deleted items are there upon re-launch.

Are you using the outlook.com mailbox?

I have a similar issue where if I delete the items in Desktop Outlook, it doesn't reappear in the Desktop Outlook, but is still in the Outlook.com mailbox as if I never deleted them. It also appears in the Outlook "App". Even if I emptied the folder and got new mail since (indicating that the mailbox should have been synced).
