Default Outlook 2010 receives but won't send

When I try to send a message from Outlook 2010, I get the following text:
"Sending' reported error (0x8004010F) : 'Outlook data file cannot be accessed.'

I am able to receive messages.
I am using Windows 7.

Hello,

There are many reasons that may cause this issue:
1. Internet Connection Issue
2. System Ports are blocked due to certain reasons
3. Windows Update is Incompatible
In order to fix the issue you need to run sfc scan command in your Command Prompt Follow these steps:

1. Press Windows+R keys or search for Run > Right click > Select to Run as Administrator
2. Type cmd to open the command prompt.
3. Type: sfc /scannow
