Windows 7 32bit Outlook 2010 receives but won't send

Outlook 2010 receives but won't send

When I try to send a message from Outlook 2010, I get the following text:
"Sending' reported error (0x8004010F) : 'Outlook data file cannot be accessed.'

I am able to receive messages.

I am using Windows 7.
