Locked out of email, failed questionnaire

I'm locked out of outlook email because I was traveling a lot, and lost my cell phone (no text verification of ID possible), and I failed the security questionnaire because I gave false info when I filled it out, and I can't recall the info. Is there any way I can get back into my email?
