I ended up going to Control Panel > Mail > Email Accounts > Remove email account

I repeated these steps and Outlook asks to create an email account. Follow the next, next, finish steps and the email account is created. Public Folders did not show up in front the email account and the actual Public Folders we were looking for appeared when going to the ellipses (...) and clicking folders.
