Does Outlook 2013 sync better with Windows Phone 8 or Android?

The main requirement for my next cell phone is that it sync well with Outlook on my desktop and laptop. I am using Office365 and have a live.com account, so Exchange ActiveSync is an option.

Does Outlook sync better with a Windows Phone 8 or an Android Phone?
