Tables fill from left to right, then down. Mail merge will not go backwards to repeat records, but you can have duplicated records (record 1 in the top two labels, record 2 in the bottom two labels) by removing the Next record field from label 2 and label 4, or you could add the duplicates to the data source in their required positions and merge the labesl conventionally.
