I confused the issue with my computer ('07)--please disregard.

As for '03 (which in this regard is most likely similar to 2000) how do you initiate the formatting toolbar?

View|Toolbars, then check whichever toolbars you want displayed. They may start off floating, but you can dock them easily eanough. You can also customize the toolbars to add/remove buttons. the latter is especially usefull, since there is some button duplication.
