Hi Mark,

I don't have Office 2003 installed, so I can't see what formatting options you might get via right-clicking. However, using Excel 2000's formatting toolbar (which I doubt is any more functional than the 2003 version), I can use the borders dropdown to choose a format whose hover text is called 'all borders' - it looks like a square grid of four bordered cells.
