I suppose its possible, but all my drivers are up to date. Other people have reported this problem going back to 2019 I think. Also, if it was a mouse or display driver problem, I don't think the cursor would be on a cell in another row. It would likely be somewhere not aligned to the excel cells as it would not know anything about the cells. Pretty sure it is an excel problem.
