Are you working on the same sample data? Add another column for the percentage format, say Rate (%). click your chart, add Rate (%) under the legend series, edit horizontal axis labels, select $D$2:$d:12. That is for the percentage, if you want the number format, edit the horizontal axis, select $c$2:$c$12. I hope this is what you need to know.
