Well, ultimately, it depends on your end goal! Whatever software you use, you should use that software to it's purpose.

This sounds like it could be Excel, but the first quote (lots of check boxes) could be done in Word. Infopath I have used once and it fit my purpose at the time, but I could have easily used Excel or Word, but Infopath offered something which made it the more efficient software to use.

Hope this helps. In the end, look at the end goal and use the tool that fits in best.
