Windows 7 64bit Strange numbers coming up

Office 2010 64bit

I input 4, with option "Greneral" it commes up as 0.04
I tell it 2 decimal places, it comes up again at 0.04
I tell it no decimal places, it comes up as 0

Any suggestions?
