I figured out the issue. It seems that even though I had formatted the columns as text Excel was still seeing the cells as numeric. So when I replaced 244 with 244.0 the "0" was truncated in spite of the text format. I changed my replace statement to '244.0 and it now works. I've attached a print screen to illustrate the before/after.
