How to enable lock picture aspect ratio when inserting picture for background in MS Word?

Dear All,

I have problem when inserting picture in exactly A4 size for background but do not fit in Word document. When inserting picutre, "Lock picture aspect ratio" is not enable. Please help. I have attached picture for your kind reference. Your suggestion and feedback is highly appreciated.
