Windows XP why the "section break-next page" is switched to "section break-continuous"?

I have no idea!

It probably has to do with the fact that deleting a Section Break makes the preceding section take on the formatting of the subsequent section (which I find counter-intuitive) and the type of break is considered a format property of the section.
