Default Restrict Formatting in a Template

Hi,

I currently have a template in Word 2007 that I'm trying to restrict other users from changing i.e. moving text boxes or deleting images (only the text is editable). I've done this by going Protect Document -- Restrict Formatting and Editing -- Yes, Start Enforcing Protection. It is all set up exactly how I want it to be when I have the original template open.

However when another user goes to use the template the protection is no longer enforced and they can make all the changes I don't want them to.

This was orginally a Word 2003 document that I converted to 2007 and then made into a template.

Any suggestions on how I can fix this? I tried enforcing the protection while in design mode as Microsoft suggests but the the "Yes, Start Enforcing Protection" button is greyed out and won't work.

I hope that makes sense, it was really hard to try and explain it

Thanks,
Stella.
