Default Fixing number or rows in a table

I have a table,

2 columns, 2 rows.
  • row 1 is the title row
  • row 2 is where I want the client to input their answer
I want to restrict how many times the client can press "enter" and therefore keep extending the table downwards altering the formatting of the rest of the document.

thanking you
