Have you tried simply deleting the TOC and recreating it? I've had times where my TOC wasn't performing as expected and deleting and recreating it fixed it.

So in the TOC menu, under Modfiy, TOC 1, Modfy, can you take a screenshot? What is the color set to? Is it Automatic or Black?
