I think I found the appropriate setting to make it the default under File -> Options -> Advanced -> Image Size & Quality and (1) checking Do not compress images in file and (2) select All New Documents from the drop-down box.

I don't understand why that wouldn't be the default but I guess the MS programmers had a reason.

Anyway, thanks for steering me in the right direction.
