The problem you have is that the figures and captions don't have the same anchor order. With Word's design, when the shapes float on the page, so too do their captions. This makes it more difficult than it should be to get the order of both the follow the same sequence. The best approach for this kind of thing is to insert the figures and their captions into a table.
