It looks like you might have an empty paragraph with top & bottom borders applied. If you click on the pilcrow (¶) on the formatting tab, the paragraph ends (which also look like pilcrows) should become evident. Select the affected paragraph(s), then click on the 'borders' button on the formatting toolbar and choose 'no border'.
