The files were created by a program called MikTeX, though you could create a Word template that mimicks the layout. Not hard to do if you spend a little bit of time studying paragraph and character Styles in Word.

The biggest challenge, though, might be getting any complex equations such as those in the first document into a Word document. You might be able to do this with Word's equation editor, though the full MathType add-in might be required.
