I need a blank line between every footnote. Do I do this in the footnote text? If I go to the "Footnote text," and edit the paragraph, and put 6 pts. after the parapraph, is that the best way to do this? Does that add an extra blank line after the last footnote? I don't want that extra line if it will push the next page down one line. Thanks.

Simply set the "Footnote Text" Style's paragraph format to have a suitable 'space after' value.

In the Apply Styles pane (Ctrl+Shift+S), type in Footnote Text and click Modify. In the dialog box, click Format > Paragraph and adjust the Spacing After as desired. Confirm with OK.
