I frequently make documents that are two to five pages long that are letters. Page 1 prints on letterhead and has an altered margin of 1.7" top, 1.6" left, 1" on both right and bottom. The way I set this up is every document starts at default 1" margins, I write the letter, then change custom margins for whole document, then go to the beginning of page 2 and set the 1" margins to begin at the top of page 2 from "this point forward." As a result, Word always alters my page numbers to where the first two pages of the document are now recognized as page 1 so when I print page 1 to letterhead, it prints two pages. When I print page 2 from the printer dialogue screen, it does not print page 2, it prints page 3. This issue occurs on multiple machines in my office, multiple versions of Word. Any help would be insightful to make it stop assigning page 1 to the first two pages of the document when using custom margins on page 1.

Do not change the margins.
Repeat: Do not change the margins. Instead simulate margin changes with textboxes/Frames or Paragraph Indents. Do not use a Section Break.

One of the things that gets carried over is the setting to restart numbering at the start of a section. You can go in (each) new section and use the Format Page Numbers dialog to restart.
