Default Pagnation with Columns

Hello - I have a hundred page technical document with many columns. I don't recall running into this in the past when doing such things. But my pagination is ruined because of all the section breaks that don't include page breaks. My "visible" section numbers skip many numbers - the rest of the numbers being the phantom sections that aren't broken by page. The hidden footers/heaters from the phantom sections are set to Start at 0 rather than continue from previous section causing the following section to restart the sequence.

I've called MS support. It's been weeks and they're dumbfounded.

Is there anything I can do? If the only option is to temporarily add page breaks to all the section breaks, then modify the header sequence, then delete that page break, I'm probably just going to manually type page numbers.
