The word ruler is not in the right place, it is moved to the left by one centimeter

Does anyone know how to fix the problem?

This is a fairly recent (this year) bug related to mirrored margins.
Microsoft is aware of it.
I hope they will fix it soon in an update.

but the other people I know don't have this problem, why?

Are they using mirrored margins?
I believe this anomaly is observed on the odd-numbered pages. On the even-numbered pages the Ruler is correct.

I am not using mirrored margines, just normal

This is almost certainly a problem in the file rather than in your Word setup.

The sample file that you posted has no problem at all with the ruler, because Mirror Margin is not set.

Change the margin so that left and right are different and set Mirror Margins and the bug with the ruler appears.
