The building blocks need to be stored in a template which is available to the other users. By default, when you create building blocks they get saved in your Normal.dotm template which ONLY you have access to.

To make building blocks available to other users you need to save them in a different template (normally the 'attached' template) and then distribute that template to other users (who then save that template into their user template folder). When the user subsequently opens a document which has that template assigned as the attached template, the user will see your building blocks.
