One possibility would be to use a table with one column and three rows, and set fixed heights for the two bottom rows.

Select the table rows and right-click for properties.
You want the Row tab in that dialog.

This the pic after following your step (see the attached image please).

However, I am not be able to find the "set fixed heights for the two bottom rows".
