If you go to File > Open and right-click on a file and choose Open, you will get this message because the FileOpen dialog is open. If you double-click on the file, it should open. If you click on the Open button in that dialog, it will open as well.

You are in Windows, correct? Which version? Your screenshot certainly looks like Windows 11.
