Thanks for responding.
WORD-97 has these views:
1) Normal
2) Outline Layout
3) Page Layout
4) Outline
5) Master Document

Thanks for pointing me in the right direction. Normal does NOT show graphics (which includes lines). However Outline Layout and Page Layout does show graphics and this allowed me to reposition the line.
