Repeating Sections Control Disappears

I'm working on a template that includes section 4, with a header and a table, all of which have a repeated section content control applied. The table itself also has a repeated section content control applied to the row.

When I first create a document from the template, section 4 has the + control for adding a section and I can click it as many times as I want to. However, once I navigate elsewhere in the document, then return to section 4, the + for the entire section is missing. The + for the table row in each duplicated section is still present and works as expected.

Has anyone experienced this and found a solution?
