Default why Track Changes is turning off and why footnotes are not working as expected

Hi friends!

I recently acquired a new system (Windows 11) and reinstalled office 2021.

Word has been misbehaving.

I turned on "track changes" and it did not do so, but I solved that by turning off track changes and turning it on again.

Now I see that while footnote options appear in the context menu if I sent it for a different column number then the text in the document, it does not execute that command. I have repeated this many times with no success.

Why is Word misbehaving?

Thank you.

Susan
