The phone/mobile versions of Word are far different programs from the desktop versions.

Differences between using a document in the browser and in Word

Content Controls are not really used in the mobile versions. (Nor are legacy form fields nor macros.) They can be seen in the document but not used.
Stick with pdf forms. I do not know they will work in Android but know the Word ones will not.
