I am trying to guess what you mean by "it affects all the numbering." I think what you're saying is you were using a multilevel list and it is auto-numbering 1.1, 1.2, etc., and in the next section it might be 1.6 instead of 2.1? There's a setting in the multilevel list definition that says "Restart list after:" and a dropdown. So, you check the box for this option, and restart level 2 numbering after a new Level 1.

The problem is that the OP is not using a multilevel list, although advised to in answer to a previous question.
