Default Strange gaps in Word

Hi

I'm having an issue with a word document (attached) that I can't seem to fix.
When I move the header 1.3 down to page 4, it jumps several lines down and those spaces can't be deleted.

Can anyone done what I've done wrong here?

The six empty paragraphs before heading 1.3 are in NB Head 2 style, which has Keep With Next applied. This results in all the paragraphs moving so that they stay together.

I suggest that you learn to use the shortcut Ctrl+* (Ctrl+Shift+8) to show non-printing characters. This is fundamental to understanding what is going on in a Word document.
