I don't know a single keyboard shortcut to move the focus to the folder/file list but don't find Shift-Tab x2 to be that onerous.
If you already know what letter(s) the file starts with just type that letter(s). The Filename box will display a dropdown list of the files that start with that letter(s) and you can then press the down arrow to select and Enter to open your selection.
