I would talk to IT about getting the template signed with a security certificate so the macros can be trusted. Then each user would need the certificate loaded to verify the signature.

Word will continue to revert to the local template because it always prioritises the found template in this folder order:
1. User Template
2. Workgroup Template
3. Same folder as Word document
4. Path in attached template field
