After having some other strange things going on with text boxes - such as the text in the text box not moving with the text box (until the file is saved), I discovered that this problem seems to be a feature of the compatibility mode. When I converted the document to Office 365, the issue of shrinking text went away along with the problem of text not moving when the text box is moved.
