If you don't want to use "Single" Line Spacing you can test "Multiple" and specify 1.15, for example. It will create some additional spacing between the text lines.

Or you can choose to use two separate paragraphs (formatted in two different styles): one for the number and one for the text. The distance between between the paragraphs will then be controlled by Spacing Before (or Spacing After).
