You can define the sort order when you are selecting the Recipients in the Mail Merge. If you set this correctly it should apply your preferred order to the merge data.
In the merge wizard, you are looking for the "Use an existing list" section and "Edit Recipient List". Then in the Mail Merge Recipients dialog, find the Sort... link.
