Insert the picture "In line with text" but do not put it in a paragraph by its own. Instead, just add a line break (Shift+Enter) so that the picture is in a separate text line but still in the same paragraph as the text to which the picture belongs. This will ensure that the picture is kept together with the text paragraph during sorting.
