The documents are being hand converted - not automatically converted. I'm basically redoing the doc in Word. The finished control copy will be in word, but the recipients will only receive copies of the PDF, with most still having printed copies.

While they are paying me to convert their 300 documents (some with over 700 pages), I'm happy to sit here, do my best, and nut out what the best process is.
