There is an urban myth that in every office in IBM there was a sign that said: THINK!
Try putting the Next Page section break at the end of the page before you want the numbering to start. Page Numbers in Word 97-2003 Sections / Headers and Footers in Microsoft Word (Ribbon Versions)
