Plain text Content Controls don't allow paragraph marks in them. If you set the CC property to 'allow carriage returns (multiple paragraphs)', this allows you to type a carriage return but it appears in the CC as a line break.
So all plain text CCs get their paragraph formatting from the paragraph in which they are placed. That paragraph formatting is independent of the text inside the CCs themselves.
