I have set the Heading 1 style in a document so that there are 40 points of space before the heading. Each appearance of the heading follows a section break (next page). However only at a few of the Heading 1s is the space above the heading actually inserted. In others, the heading appears immediately under the header without any space in between. Why is this and how can I make the space before the heading always get inserted?
