I did follow the instructions; however, I think I may have screwed up. The last bit of instruction says, "Put the cursor in the section you want the endnotes to follow." I assume that means "put the cursor" in the blank page created by the break (new page)? However, it could also mean to put the cursor at the end of the endnotes, which is where I would like to add new pages, but that doesn't sound right, because I don't want the endnotes to follow those last pages, I want them before. Sounds crazy, right?! I am so loopy by going round and round with this today! Maybe I'm just not thinking clearly anymore!
