How can I get the graphic to print where it belongs, at the bottom?

I was able to get a tiny graphic image to be in a footnote, along with one line of text. But on print preview, and when printed, the graphic appears at the top of the page, while the footnote number (of course) and text print at the (chosen location) bottom.

I had the the bottom margin set at .3" (top .4"), so I tried increasing the margin. Even at 1" on the bottom, the graphic refuses to be printed there. I made a smaller graphic (30x23 pixels). When pasting, I see the footnote divider line move up to make room for the about 2 line height of the image, but it still prints and previews at the top. Finally, I entered extra text to make the footnote two lines, then 3 lines, but still the graphic stays at the top.

I could find no 'format footnote' dialog to adjust size of area used for footnotes.
