Default Page Tint Box Moving when text inserted

Hi All,

I have template which I am trying to modify the current template just has a Header and Footer plus continuation pages that populate when needed, the problem being is that the customer needs a tinted box on the page which on top sits the type I've also added this to the continuation page but when I add test text that is more than one page all it does it push the tint box down onto the last page and all the previous pages have no tint box at all.

I've added the file incase anyone can point me in the right direction
