Hi Phorsley,

The box you have entered is a shape, which is a single object anchored to a location on the page (when you select the shape, you can see the little anchor icon appear to the left to show you where the image is "sticking" to).

Creating new pages with the enter key or a page break will not duplicate the shape (although, placing the cursor after the shape and inserting a Section Next Page break will).

Better though would be to work with the options in the design tab. Play around with the page color and page border options (and set the to apply to the whole document) to see if you can get an effect that your end user will like, and that will transfer to new pages consistently.
